Quick Overview for Chiefs, Sheriffs, and Officers
House Bill 296 (signed by Governor Kemp, effective July 1, 2025) allows Georgia drivers to present a Mobile Driver’s License (mDL) — the digital version stored in Apple Wallet, Google Wallet, or Samsung Wallet — during traffic stops and other law enforcement contacts.
The law creates a clear two-phase timeline and strong privacy protections.
Key Requirements & Timeline
| Time Period | What Officers Must Do |
|---|---|
| July 1, 2025 – June 30, 2027 | If you have a working mDL reader/verifier → you must accept the digital license. If you do not have a reader → the driver must still show a physical license. |
| July 1, 2027 and after | All Georgia law enforcement officers must have equipment capable of verifying an electronic license. Acceptance becomes mandatory. |
Exact statutory language: “By July 1, 2027, all law enforcement officers shall acquire equipment capable of verifying a license issued in an electronic format.”
Law Enforcement Mobile Driver’s License & mDL Reader FAQs
Critical Privacy Rules (Very Important)
- Drivers cannot be compelled to hand over their phone.
- Presenting the mDL does not equal consent to search the device.
- Verification must happen while the driver keeps physical possession of the phone (typically by holding it up or tapping to a reader).
- Screenshots or photos of the mDL are not valid.

What Agencies Need to Do Now
- Budget & procure mDL-compatible readers (handheld or in-vehicle solutions that work with ISO 18013-5 standard).
- Plan integration into current traffic-stop workflows and MDTs.
- Train officers on the new process and the privacy restrictions.
- Start early — the 2027 deadline is firm.
Benefits for Law Enforcement
- Faster roadside verification
- Real-time status (suspensions, restrictions, etc.) pulled from DDS
- Reduced handling of physical cards
- Better officer safety (less time leaning into the vehicle window)

Bottom Line for Local Agencies
You currently have until July 1, 2027 to get the equipment in place. Until then, acceptance is only required if you already have a reader. After that date, every officer must be able to verify a Georgia mDL.
Hundreds of thousands of Georgians already have digital licenses. Preparation now will make the transition smooth for both your officers and the public.
